x-intercept is the point (x,y) when y=0, i.e.
solve 0=(x+2)/(x-3)  =>x=-2, and the x-intercept is (-2,0)
y-intercept is the point (x,y) when x=0, i.e.
solve y=(0+2)/(0-3)=-2/3  => y-intercept is (0,-2/3)
